Background:

Every municipality and every municipal entity must for each financial year prepare an annual report in accordance with chapter 12 of the MFMA. The council of a municipality must within nine months after the end of a financial year deal with the annual report of the municipality and of any municipal entity under the municipality’s sole or shared control in accordance with section 129.

Average number of relevant years’ experience with compilation of an annual report in line with the MFMA requirements.  Completion certificates or letters of recommendation:

·         None submitted, uncontactable or denied references         = 0

·         1 - 2 letters                                                       = 12.5 points

·         2 - 3 letters                                                       = 25 points

·         4 – 5 letters                                                       = 37.5 points

·         6 or more letters                                                            = 50 points

Staff Experience

Support Staff Complement SAICA Registered Chartered Accountants (Proof in the form of C.V. and letters of testimony to be attached). It must be clearly stated which staff member must be assessed as the Senior Chartered Accountant and which should be evaluated as the Junior Chartered Accountant. Failure to supply this information will result in the Chartered Accountant with the highest number of years’ experience being deemed the senior chartered accountant)

QUOTATION REQUIREMENTS

Work offered that DO NOT comply with the specifications will not be evaluated. The successful bidder must register on National Treasury’s Centralised Supplier Database.

Website Tenders evaluation shall be performed on 80:20 principles (Pricing and functionality 80% and BBBEE 20%).

PLEASE NOTE THAT FAILURE TO MEET ANY OR ALL OF THESE REQUIREMENTS WILL LEAD TO DISQUALIFICATION

  • Valid Certified copy or original BBBEE Compliance Certificate;
  • Valid Tax Clearance Pin issued by SARS on e-filing;
  • Copy of Latest Municipal Account (not older than three months from date of closing);
  • Declaration of Interest – MBD 4.2

NB: Bidders will not be allowed on any of the ERWAT sites without a work permit and the correct PPE gear.

GENERAL NOTES:

All bids must be submitted in a sealed envelope, clearly marked with the relevant bid number and description that must be deposited in the relevant tender box on the said closing date on or before 12:00 pm

No late bids will be accepted or considered.

Bidders are required to ensure that their bid is deposited in the correct bid box that is marked Monday, Tuesday, Wednesday, Thursday and Friday. 

The closing date will be the indication for which tender box day is relevant.
