Bidders are hereby invited for the:

SOW: Feasibility and Security Risk Assessments CoE/ERWAT Pump Stations

The following is required for Security Risk Assessments:

  1. Kick off meeting with ERWAT HOD: Security and Loss Control and Pump Stations Manager to discuss full details.

  2. Visiting all Pump Stations (approx. 225) to do comprehensive security site risk assessments.

  3. All reports should be compiled for approx. all 225 sites with necessary security infrastructure recommendations needed to protect ERWAT and CoE property.

  4. A full BOQ on security infrastructure should also be provided for all 225 pump stations which has to include but not limited to:

    1. Integration into Centralised Security Control Room which has to include:

      1. Monitoring station;

      2. Monitors for viewing of activities CCTV, Access and Alarm events;

      3. Server for all CCTV and Access control events;

      4. Software that is able to integrate into any security brand infrastructure placed at sites;

      5. Opening and Closing of sites via electronic locks;

      6. Interactive map of all sites to be displayed with necessary icons for alerts.

    2. CCTV system where needed;

    3. Electric fences on perimeter fences;

    4. Perimeter Security;

    5. Security Lighting.

  5. The following should also form part of the security risk assessments:

    1. Pump Station Security – Physical;

    2. Intruder Alarm Systems;

    3. Communications;

    4. Close-down Procedures;

  6. All current and new security infrastructure proposed should be able to integrate into a Centralised Security Control Room situated at ERWAT HO.

  7. On completion of the assessments establish target model and roadmap to implementation based on summary of findings over 5-year period as per BOQ.

QUOTATION REQUIREMENTS

Work offered that DO NOT comply with the specifications will not be evaluated. The successful bidder must register on National Treasury’s Centralised Supplier Database. (www.csd.gov.za).

Website Tenders evaluation shall be performed on 80:20 principles (Pricing and functionality 80% and BBBEE 20%)

PLEASE NOTE THAT FAILURE TO MEET ANY OR ALL OF THESE REQUIREMENTS WILL LEAD TO DISQUALIFICATION

  • Valid Certified copy or original BBBEE Compliance Certificate;
  • Valid Tax Clearance Pin issued by SARS on e-filing;
  • Copy of Latest Municipal Account (not older than three months from date of closing);
  • Declaration of Interest – MBD 4.2 [ download form ].

NB: Bidders will not be allowed on any of the ERWAT sites without a work permit and the correct PPE gear.

GENERAL NOTES:

All bids must be submitted in a sealed envelope, clearly marked with the relevant bid number and description that must be deposited in the relevant tender box on the said closing date on or before 12:00 pm

No late bids will be accepted or considered.

Bidders are required to ensure that their bid is deposited in the correct bid box that is marked Monday, Tuesday, Wednesday, Thursday and Friday. 

The closing date will be the indication for which tender box day is relevant.
