Bids are hereby invited from:

An accredited service provider to supply and install maximum road speed limiter units for ERWAT motor vehicles.

Scope of work

The vendor will be required to supply and install pedal interface designed to be used on vehicles incorporating “drive-by-wire” technology for controlling the speed (RPM). The device is to be installed between the accelerator pedal sensor and the vehicles Electronic control unit. (ECU)

·                The speed limiter shall Monitor and limit all ERWAT vehicles to not exceed 120km/h.

·                Idle RPM (for speed limiting to be connected to GPS speed limiter.

·                The device shall continuously monitor the true GPS over ground speed of the vehicle (Every 0.5    second) and compares it with the pre-programmed limit thresholds

·                On the event of vehicle being driven with speed greater than the programmed limit threshold, the device will trigger its output (PULLED HIGH)

·                The output can be connected to a cut-off relay, pedal interface or other third party devices.

·                The devices shall be “failsafe” in such a way that if the electronic controller is /are removed, power is disconnected or if the speed signal and /or wire is disconnected the vehicle shall automatically, default to a limp mode or the engine shall stall or return to idle or, at least, and thus shall not be able to be driven in excess of twenty Kilometers per hour. (20km/h).

·                The device shall be able to be verified, authenticated and tested by an authorised, technician by means of an electronic device, which can be plugged into a receiver installed in a convenient position on the vehicle, whilst the vehicle is “on” the road. This device should test all circuitry and shall be able to detect any interference with the system.

·                All cable or harness connector in the speedometer circuit shall be wired and sealed for certification purposes. All connections shall be soldered and insulated with a flame proof insulation tape of adequate length of such a colour as to blend well with the rest of the vehicle wiring.

·                The equipment shall pre-warn the driver, by way of a high frequency buzzer, that the set speed is being reached. This warning shall occur at 5% prior to the set speed and shall continue buzzing once the set speed is achieved/exceeded.

·                When the set speed is reached, the speed limiter shall temporarily cause the engine to lose power. Engine power shall be reinstated at a speed not less than the pre-warning switch point, which is 5% below the set speed.

·                A second (critical) road speed limiter set point should activate a retarder device (where legislated) when this set point is reached. This set point should be no more than 5% above the standard set point and shall, automatically, activate the retarder to ensure that the vehicle cannot exceed the pre-set limit.

·                The speed limiter shall be set in such a way that it shall be hard to tamper with (adjust speed) and easy to detect tampering.

·                All road speed limiter systems shall be checked for accuracy and functionality at least once per year.

·                The road speed limiter system shall be equipped with a system which shall accept an external device for testing the speed limiter and verifying its functionality.

Requirements for speed limiters

The speed limiters shall meet the following requirements:

·                No effect on the normal operation of vehicle

·                The road speed limiter shall allow normal acceleration and full engine power up to the set maximum speed limit when the limitation function comes to play.

·                The speed limitation function or road speed limiter shall not interfere with the brake system of the vehicle.

·                The speed limiting function shall be performed progressive in such a manner that excessive vibration or discomfort is not caused.

·                The speed limiting function shall not cause engine back firing.

·                The speed limitation function or the road speed limiter shall not cause uncontrolled engine power.

·                No Malfunction or tempering shall result in increase in engine power above that demanded by the position of the driver accelerator.

·                The speed limitation function shall be obtained once the vehicle speed reaches the set maximum speed regardless of the position action on the accelerator a driver may apply.

·                The speed limitation function shall be independent of the condition or soundness of the speedometer.

·                When the vehicle, running at its set speed and with the driver’s accelerator at its position of maximum travel, is subject to an accelerating force due to a down gradient, the limiter shall control speed by restricting the engine power to the limiter’s minimum engine power control setting.

·                The speed limiter shall be so designed, constructed and assembled so as to resist vibrations, corrosion, dust, humidity and petrochemicals

·                The speed limitation function, or the speed limitation device shall operate satisfactorily without unacceptable electromagnetic disturbance from anything in its environment.

·                The road speed limiter shall be resistant to reverse polarity connections.

Manufactures Approval

A limiter supplier shall have a specific manufacture’s authorisation for dealing in a particular type of road speed limiter in South Africa.

Manufactures Warranty

The road speed limiter shall have a manufactures warranty covering a period of not less than 12 months and this shall be properly documented on a warranty card issued to ERWAT Fleet manager.

Warranty Obligations

The Limiter supplier shall take responsibility for the warranty for the speed limiter supplied.

Manuals

It is required that the road speed limiter has two manuals, a vehicle owner’s manual and a Technician’s manual, both written in English.

Start of operations

Before the limiter supplier starts operations, the following are required to be done:

1)         Train vehicle user’s managers/supervisors in detecting of tampering

2)         Submit one sample of the speed limiter for light and heavy commercial each (in case where the limiter supplier intends to fit both light and heavy commercial vehicles)

3)         Submit one sample of the speed limiter for light and heavy commercial each (in case where the limiter supplier intends to fit both light and heavy commercial vehicles)

4)         Submit one sample of the calibration device for each of the speed limiter.

5)         Submit two samples of the functionality test device.

6)         Submit two samples of certificate of fitting.

7)         Submit a list of physical address for all speed limiter centres under Limiter Suppliers’ control.

8)         Submit two (2) copies of the technical manuals.

9)         Submit two copies of the user manuals

10)       Give ERWAT Fleet manager the physical address of the central office where all records of the fittings at various centres shall be kept.

The Limiter supplier is required to update EWART Fleet manager on any fitting centres under their control and the responsible signatories to the fitting certificates at those centres.

In case of poor field performance, the approval of any of the approved speed limiter shall be revoked.

Qualification criteria:

·                Potential tenderers should be able to supply and install speed limiter suitable for all types of vehicle

·                Should be complying with South African (DOT) specification;

·                Should be accredited to Department of Labour

·                Service should meet the specified quality and safety standards;

·                Service provider should make use of certified technicians with the experience of working on Electronic systems;

·                Should have model by model knowledge and expertise to calibrate GPS unit, every time with specialist GPS calibration & diagnostic equipment.

·                Should have knowledge of customer service exercises to ensure complete peace of mind

·                Should be flexible to de-install device from one vehicle and de-install to another vehicle without compromising safety standards

·                Should be registered with Central supplier’s data base
