Bidders are hereby invited for the:

 

Supply of four (4) electrical power meters

 

Scope of work:

 

The scope of work shall include (but not limited to):

 

  1. The supply of four (4) electrical power meters and Twelve (12) current transformers

 

  Equipment Requirements:

 

  1. The power meters must comply to the following;

  1. 3-phase voltage, current, power, demand, energy, frequency and power factor.

  2. Meter must be programmable for a minimum of four Multi-tariff rates.

  3. Power quality analysis must include, total harmonic distortion (THD), total demand distortion (TDD) and Harmonics, individual (odd) up to the 31st

  4. Inputs and outputs required; four digital inputs, two digital outputs and two relay outputs

  5. Number of alarms required minimum of fifty

  6. Data logging function with a minimum of 1 Megabyte storage capacity.

  7. Communications, with a minimum of one Ethernet port with Modbus TCP protocol

  8. Face plate size 96 mm by 96 mm to fit a squire cut-out of 92 mm by 92 mm

  9. System voltage requirement 400 volt 3 phase

  10. Wire termination on meter by screw terminals with RJ 45 connection for Ethernet port with Modbus TCP protocol

     

  1. The current transformers (CT) must comply to the following;

  1. The secondary current from the CT must match the power meter requirements

  2. The primary input maximum measured current of the CT must be 100 amps

  3. Three CT’s must be supplied with each power meter

  4. The CT’s must be of the split type that can be retrofitted, without removing mains cables.

  5. The CT’s must have a minimum internal size of 20 mm for the main cable to run through.

 

  General Requirements:

 

  1. Supplier information, like brochures and data sheets detailing the compliance to the equipment requirement must be part of the submission

  2. Equipment details must be specified in the submission including the, make, model number and local supplier details

  3. Proof from equipment supplier of authorized equipment installer status must be part of the submission

  4. All the equipment and general has to be complied with, non-compliance to any one of these requirement will lead to disqualification.

  5. Delivery period to be specified in the quotation.

     

 

NB: Bidders whom do not meet the above general requirements will not be considered.

Quotation Requirements:

 

Work offered that DO NOT comply with the specifications will not be evaluated. The successful bidder must register on the ERWAT vendors list. Forms to be downloaded from the ERWAT website. Quotation evaluation shall be performed on Functionality Criteria (Minimum Functionality scoring 80%) and  80:20 principle (pricing and functionality 80% and BBBEE 20%)

      • Valid Tax Clearance Pin issued by SARS on e-filing;
      • Copy of Latest Municipal Account (not older than three months from date of closing);
      • Declaration of Interest – MBD 4.2

      NB: Bidders will not be allowed on any of the ERWAT sites without a work permit and the correct PPE gear.

      • ERWAT reserves the right to not accept the lowest bid, to award the quote to more than one bidder, to award the quote in part or to not award it at all and bidders will have no claim of any kind in this regard.
      • The subject line must only contain the RFQ number and description, quotations that do not follow these conventions will not be considered.
      • Quotations that are not received on the specific date and time, will be marked as late responses and such quotations will, in terms of the Supply Chain Management Policy of ERWAT, not be considered by ERWAT as valid
